According to Article 62(1) of the Statute of the Order of Physiotherapists, annexed to Law 122/2019 of 30 September, "The award of the professional title, its use and the exercise of the profession of physiotherapist, in any sector of activity, individually or in a professional company, depend on registration with the Order as a full member (...)".

The installation committee of the Order of Physiotherapists recently met with the Portuguese Dental Association. At the meeting, various topics were discussed and the bases for future co-operation protocols between the two orders were discussed.

The President of the Installation Committee of the Order of Physiotherapists, Physiotherapist Isabel de Souza Guerra, attended the National Meeting of Physiotherapy Students (ENEFt) last weekend.

Isabel de Souza Guerra was at the opening table of this event and also took part as a speaker at the Fisiomeeting, with the theme "Get up to date with the Order", which was attended by around 300 people. 

The Installation Committee congratulates the ENEFt Organising Committee and the entire structure of the Interest Group - Youth Movement in Physiotherapy (GIMJF) for organising the event in the midst of the pandemic, praising the dedication and dynamism of the GIMJF board for improving the representativeness of physiotherapy students.

Vaccination plan - COVID 19

Since the start of the vaccination campaign, the Installation Commission of the Order of Physiotherapists (CI-OF) has been raising awareness of the right of physiotherapists to be vaccinated in the first phase of the vaccination plan, as health professionals who are at high risk of contracting the disease and spreading it, regardless of the context/sector in which they work. 

CI-OF has called on physiotherapists to register on the official platform and has called on the heads of establishments to promote, directly and/or indirectly, registration in the respective vaccination programme. However, we know that it has taken a long time for physiotherapists who work in private practice to be vaccinated. 

In this regard, the Installing Committee of the Order of Physiotherapists, without prejudice to the fact that it does not yet hold the collection of Physiotherapists working in Portugal, given that it still belongs to the ACSS, has asked the Task-Force for its best offices so that the vaccination plan for all Physiotherapists can be implemented in the first vaccination phase.

Finally, CI OF has shown its willingness to be a facilitator in the whole vaccination process for Portuguese physiotherapists, but has not yet been contacted for this purpose.

World Education Day

All human beings have the right to education. This is stated in the 26th article of the Universal Declaration of Human Rights, pointing to education as an integral part of "the full development of the human personality and the strengthening of respect for human rights and fundamental freedoms". 

We have the privilege of living in a modern society, where there is room to ask questions about the quality of education and its ability to prepare people for the full exercise of their professions. If education is an important issue for most institutions, among many others, the Order of Physiotherapists has one of its main priorities in this area, especially in higher education. 

By being closer to professionals and users, we safeguard the interests of each other and of physiotherapy in general. It's in everyone's interest to ensure the best preparation for practising the profession, so you can count on the Order of Physiotherapists to be at the forefront of the defence of quality education.

Parliament votes to create Order of Physiotherapists

On 3 July, parliament voted on the proposals for the creation of the Order of Physiotherapists, which had already been approved in the special parliamentary session.
Last week, the parliamentary Labour Committee gave special approval to the creation of the two new professional bodies, and today the proposals will be put to a final vote in the plenary session of the Assembly of the Republic.

The creation of the Order of Physiotherapists received favourable votes from the PS and CDS, with the other parties abstaining.

On the PSD side, MP Joana Barata Lopes told Lusa last week that the party abstained because it believes that professional organisations should be created in exceptional cases, when the state is unable to ensure their regulation, namely due to conflicts of interest. However, she believes that professionals should not be the ones to "pay" for the government's failure to regulate.

At the end of 2017, the National Council of Professional Orders had already expressed its opposition to the creation of the Order of Physiotherapists and also to the idea, which did not go ahead, of creating an Order of Health Technicians.

The Council, which brings together more than 300,000 regulated professionals, considered at the time that the orders have their own legislation and are only justified in "exceptional circumstances, which must be explained".

In Portugal there are currently 16 professional organisations, eight of which are in the health sector.

Identity of the Order: reasons for choosing it

The Installation Committee of the Order of Physiotherapists organised a competition to develop its personal identity. Several proposals were submitted, and the installation commission decided on the one that presented the most guarantees of fulfilling the objective of a professional identity.

The choice of a sober but up-to-date brand that could convey and identify the organisation's work in any context was a priority. Knowing that digital environments will be favoured in the Order's contact with its members and partners, we sought an identity adapted to this reality and easily applicable to any communication platform.

The identity is based on rounded shapes, favouring the colour blue, which is already part of physiotherapists' references. The choice of blue is due to the fact that it is the representative colour of the profession, but also the colour of sympathy, harmony and fidelity. The rounded shapes convey movement and dynamism, values that we consider essential in Physiotherapy and in the Order of Physiotherapists.

Memorandum of understanding with the Portuguese Association of Physiotherapists

The memorandum of understanding between the Portuguese Association of Physiotherapists (APFisio) and the installation committee of the Order of Physiotherapists (OF) represents the excellent institutional relationship between the two organisations, whose common goal is the development of physiotherapy and physiotherapists in Portugal.

Following a meeting between the two organisations last March, the following points of agreement were reached between the two institutions:

1. To develop institutional cooperation efforts at national and international level with a view to defending the best interests of Portuguese physiotherapists;

2. To establish the progressive and necessary conditions so that, as soon as possible, the OF will have a seat, by affiliation, in World Physiotherapy, thus ceasing APFisio's participation in that body;

3. APFisio authorises the OF to use published APFisio and World Physiotherapy documents translated and adapted by it, which may be published by the OF;

4. The OF's installation committee undertakes to define the relationship model with APFisio's interest groups, until the formal creation of the OF's Colleges of Speciality;

5. APFisio's board of directors recognises the OF as the natural "heir" to its historic role.
