The celebration of Respiratory Rehabilitation Day began on 21 April 2016, at the initiative of the Portuguese Lung Foundation and endorsed by 12 other organisations (medical societies and associations of health professionals and respiratory patients), including the Portuguese Association of Physiotherapists. 

The aim of this initiative is to raise awareness among health policy makers, health funding bodies, health professionals, respiratory patients and their families and society in general that Respiratory Rehabilitation (RR) is an intervention with proven benefits for health in its physical, psychological and social dimensions, But incomprehensibly, accessibility and referral are extremely low. It is estimated that only around 2-3% of the patients who need it have access to rehabilitation programmes adjusted to their needs, a situation that has worsened greatly during the COVID-19 pandemic and continues to do so.

Respiratory physiotherapy (a component of the area of cardiorespiratory physiotherapy) refers to the intervention of physiotherapists in respiratory conditions, with disease or at risk of developing it, thus providing care within the scope of prevention, treatment, habilitation and rehabilitation.

Respiratory physiotherapy and the professional who carries it out, the physiotherapist, are fundamental elements that contribute to improving the health condition of the respiratory patient (acute or chronic), whether integrated into multi-interdisciplinary RR teams or in a more direct practice context that does not fit into the concept of Respiratory Rehabilitation. We would also like to highlight the enormous contribution that physiotherapists, both nationally and internationally, have made to increasing knowledge, evidence and implementation of Respiratory Rehabilitation, including new models of practice (telerehabilitation, home-based and web-based).

Membership Fees - Methods and Methods of Payment

From next May, all members of the Order of Physiotherapists will have to start paying their membership fees. Therefore, in order to choose your method and mode of payment and make it effective, you should take the following steps:

  1. Access your member area on the website https://staging.ordemdosfisioterapeutas.pt/, until 30 April;
  2. Choose your payment method (monthly, half-yearly or yearly);
  3. Select the available payment method.

Note: If you opt for Direct Debit, you must indicate your IBAN.

We also inform you that:

  1. Dues for members of the Order of Physiotherapists are €12 per month;
  2. In accordance with article 4 of the Dues and Fees Regulations, payment must be made by the end of the corresponding month (month/half-year/calendar year);
  3. The fee for the year 2022 will be adjusted by paying the amount corresponding to 8 months;
  4. For the half-yearly and annual options there is a discount of 5 and 10% respectively. Those opting for half-yearly payment will only pay for 2 months in the first semester, with the amount being settled in the 2nd semester;
  5. Payment can be made by direct debit, ATM reference or MBWay. Payment by credit card will be available soon;
  6. Late payment entails the payment of default interest. According to Notice 396/2022 - DRE, 21st Series, Part G of 7th January - the late payment interest rate applicable to debts owed to the State and other public entities for the year 2022 is 4.51%.

The Board of the Portuguese Bar Association informs that the National Health Plan 2021-2030 is available for public consultation on the website www.pns.dgs.pt

The Order of Physiotherapists, as the Installation Committee, was part of the Monitoring Committee and is currently analysing the document that has now been published.

The National Health Plan is a document and a collaborative process under construction, even during its implementation. Participating in the NHP means being able to influence the state of health in Portugal over the next 10 years because it is a document that guides Portuguese public policy. 

We are all actors in health, we have the possibility and the responsibility to participate in its construction, and participation is essential to achieve "Sustainable Health: by Everyone for Everyone".

Meeting with Minister Marta Temido

As part of the presentation of the government programme, the Order of Physiotherapists met yesterday with the Minister of Health in a sequence of individual meetings involving the Professional Orders.

At this meeting, the governing elements of the Ministry of Health and their respective functions were presented. The ministry presented the government programme and listened to the needs of professionals. The Board of the Order emphasised the need for functional physiotherapy units and the importance of registering the acts inherent to the profession, as well as establishing the physiotherapist's professional profile. The Basic Health Law and the SNS Statute were also discussed during the meeting. 

The Order also showed its willingness to provide the necessary clarifications in its governmental activity. 

From the Ministry of Health, the Minister of Health, Marta Temido, the Deputy Secretary of State for Health, António Lacerda Sales, the Secretary of State for Health, Maria de Fátima Fonseca, and their respective heads of Cabinet of the Ministry of Health were present.

The Order of Physiotherapists' President, António Lopes, and 1st Vice-President, Nuno Cordeiro, were present.

National Congress - The Great Age in Discussion

Congresso Nacional - A Grande Idade em Discussão

On 26 March, António Lopes, President of the Portuguese Association of Physiotherapists, took part as a guest in the conference "A Grande Idade em Discussão", organised by the Associação Amigos da Grande Idade and the Escola Superior de Saúde da Cruz Vermelha Portuguesa.
In the morning, the theme of the debate was: After COVID, what about the institutionalisation of older people in Portugal?
In the afternoon, the debate centred on the topic: Are services for the elderly social services or health services?
In this context, the President of the Order of Physiotherapists, who had the opportunity to take the floor, valued the intervention of physiotherapists as specialists in human movement and the assessment of functionality. He also emphasised the need for physiotherapists in primary health care to intervene in the community, as well as the need for continuity of care for the elderly.
The discussion afterwards, with interventions from the public, also turned to the question of profiles and qualifications of professionals, more in the social or health area, including the management of institutions, as was the theme of the session.

The Order of Physiotherapists argues that there is a need for physiotherapists in care homes. It is therefore essential that there is support, information and training for carers to ensure the quality of care provided by health professionals specialised in their professional field.
We believe that long-term care, on the one hand, and home care, on the other, are areas of opportunity for physiotherapists.
In particular, the issue of prescribing/counselling technical aids and home adaptations, in collaboration with local authorities, should also be encouraged and this is something we will also consider for the future of Physiotherapy.

4th CNS Congress - Neurological Diseases: Caring at Home and in the Community

4º Congresso CNS - Doenças Neurológicas - Cuidar em Casa e na Comunidade

On 26 March, the 4th CNS CONGRESS was held, dedicated to the theme "Neurological Diseases: Caring at home and in the community". It was attended by experts in the field of neurological diseases, policy-makers and patient organisations. Representing the OF, the Board Member, Ana Gonçalves, was present at the Neurological Campus in Torres Vedras.

Inauguration - Portuguese Society for Health Literacy

The SPLS Inauguration Ceremony was held on 26 March, and was also marked by the event "Health Literacy and the Global Humanitarian Crisis", at Lisbon. 

The Portuguese Society for Health Literacy is a non-profit, scientific and educational organisation dedicated to the promotion, development and improvement of Health Literacy, respecting ethical principles and humanist values.

We wish the elected governing bodies a very successful term in office, and are willing to contribute to their multidisciplinary approach to promoting health literacy. 

The Order of Physiotherapists was represented by Vice-President, Conceição Bettencourt.

Shared Services of the Ministry of Health 

Recovery and Resilience Plan Working Group

A working group has been set up with representatives from the health professions' organisations to monitor the initiatives of the Ministry of Health's Shared Services within the scope of the Recovery and Resilience Plan. Information systems for health professionals is an important issue for physiotherapists, as we know, but also, and consequently, for users.

The first meeting took place on 17 March, attended by a delegation from the Order of Physiotherapists. Another meeting is planned for next June.

Inauguration - Studies and Planning Office (GEP)

The Order's Studies and Planning Office (GEP) took office on 29 March, created in accordance with the Plan of Activities approved by the General Council.
The GEP's mission and objectives are to develop a support structure for carrying out studies, particularly cost-effectiveness studies and studies evaluating health outcomes and health policies directly related to physiotherapy. The pursuit of these objectives will be fundamental in contributing to the definition, improvement and structuring of the strategies, policies, priorities and objectives of the Order of Physiotherapists.
