The Installation Commission of the Order of Physiotherapists meets with representatives of Higher Education Institutions

The Order's Installation Commission (IC) met with the management of the CCISP - Coordinating Council for Higher Polytechnic Institutes and the APESP - Associação Portuguesa do Ensino Superior Privado (Portuguese Association of Private Higher Education), the structures representing Portuguese Higher Education Institutions (HEIs) in the public sector and the private and co-operative sector, respectively. The meetings with CCISP took place on 30 May and 30 July and the meeting with APESP took place on 30 June.

In addition to the presentation of greetings, both meetings discussed issues of mutual interest, which were focussed on in particular:

1 - Collaboration to facilitate the procedures for enrolling new graduates in the Bar;
2 - Promoting the quality of physiotherapy teaching at undergraduate level, with the Order's IC presenting the benchmark for convergence with international standards;
3 - The prospects for the development of specialities within the profession and the combination of postgraduate training and higher academic degrees.

All the meetings concluded on the need for strategic and complementary cooperation, while recognising the different nature of the organisations involved.
As a complement to this approach at the level of organisations representing the education sector, CI has maintained a direct, formal dialogue with the heads of higher education institutions with initial training in physiotherapy, and with the directors/coordinators of the respective courses, which has proved fruitful.

In its contact with the HEIs, the Order's IC has emphasised respect for the autonomy of the respective pedagogical and scientific bodies, and has valued the role of the HEIs in terms of professional development. In this context, it should be noted that the convergence benchmark for the initial training of physiotherapists adopted by the Order's IC is based on a proposal put forward at the initiative of a wide range of teachers.

The Order's IC has also been developing contacts with the A3ES - Agência de Avaliação e Acreditação do Ensino Superior (Higher Education Assessment and Accreditation Agency), awaiting the scheduling of a meeting to present greetings to the new Board of Directors of that organisation.

All physiotherapists whose registration with the Order is up to date are eligible to vote in the election. 7th October 2021. If you have recently submitted your application, please respond promptly to any requests for corrections or payment. Don't be late!

Applications must be submitted by 19th October 2021.

The elections will take place on 15th November of 2021, by electronic vote or in person at the headquarters of the Order.

8th September - World Physiotherapy Day

8 de setembro - Dia Mundial da Fisioterapia

World Physiotherapy Day was celebrated on 8 September.

Established by the World Physiotherapy Organisation in 1996, we celebrate this day and reinforce the significant role that the profession plays in the health and well-being of the population.
We mark this date by giving it maximum visibility and importance, in order to raise the profile and value of the profession in maintaining and/or improving mobility and functional independence.

This year the focus of World Physiotherapy Day is "Long COVID and Rehabilitation" and the role of physiotherapists in the treatment and management of people affected by this condition.
Publicising this day reinforces everyone's commitment to promoting physiotherapy to the Portuguese community.

The Order has informed employers that all Physiotherapists must be registered with the Order

On 13 May 2021, the Order of Physiotherapists (Ordem) began the process of registering physiotherapists practising their profession in Portugal, based on the regulations contained in DRE, 2nd, E, of 23 April.

In order to begin this activity, it sought to sign a legally recognised transfer of powers agreement with the Central Administration of the Health System, IP (ACSS, IP).

This agreement endeavoured to comply with the respective privacy policies, framed by the General Data Protection Regulation (GDPR), both in terms of the European Regulation and the national legal system.

Under these terms, all the data held by the ACSS,IP in relation to the scope of the transfer will now be kept and used by the Order, in strict compliance with what has been established and with a view to the immediate objective of the registration procedure and the fight against illegal physiotherapy.

In this regard, we would remind you that the award of the professional title, its use and the exercise of the profession of physiotherapist, in any sector of activity, individually or in a professional company, depend on registration with the Order as a full member.

In other words, the illegal use of a professional title or exercising a profession without one are punishable under criminal law.

This responsibility, in statutory terms, is joint and several, where applicable, as no one can hire or use the services of physiotherapy professionals who are not registered with the Order.

Infringement of the provisions constitutes an administrative offence, punishable by a fine of between 3 and 10 times the value of the social support index (IAS), to be applied by the Minister of Health, on a proposal from the Bar Association, which is responsible for investigating the case.

To this end, and even using the data contained in the public part of the institutions that have regulated the activity and the profession until now, the Installation Commission has been notifying employers and/or direct physiotherapy providers, in order to better proceed with the ongoing registration process, as well as striving for strict compliance with the law, as mentioned above, combating illicit physiotherapy, within the scope of the powers that were given back to physiotherapists as an organised civil society with the creation of the Order.

Applications are now open for membership of the Order of Physiotherapists, a legal condition for the exercise of physiotherapy activity in Portugal, under the terms of Law no. 122/2019, of 30 September, the Statute annexed to it and the Order's Regulation no. 359/2021, of 15 February, published in the DR, 2nd, E, of 23 April.

Under these terms, the Order of Physiotherapists will now register physiotherapists, including requests addressed to it by holders of a physiotherapist's professional card already issued by the ACSS,

ACSS, IP will remain the Competent Authority for the application of Directive 2005/36/EC of the European Parliament and of the Council of 7 September, in its current wording, for all requests for recognition of professional qualifications by holders of professional qualifications obtained in the European Union or in the rest of the world, in the field of Physiotherapy, until the first president takes office, which will take place after 15 November 2021, the date set by the Ministry of Health for the elections, according to Order no. 3657/2021 of the Deputy Secretary of State for Health.No. 3657/2021, of the Assistant Secretary of State for Health, of 31 March, published in the Official Gazette, 2nd April, 9th.

Thus, during this transitional period, holders of professional qualifications obtained in the European Union or the rest of the world, in the field of Physiotherapy, who do not yet have a Physiotherapist's certificate, will have to register with the ACSS, IP, in accordance with the procedure in use there and in accordance with EU rules, (insert link), and only then register with the Order of Physiotherapists, under the terms of Law no. 122/2019, 30 September and Order Regulation no. 3521/2021, 15 February.º 122/2019, of 30 September and the Order's Regulation no. 359/2021, of 15 February, published in the DR, 2nd, E, of 23 April.

Considering that registration with the Order of Physiotherapists is a necessary legal condition for practising the profession in Portugal, the Order of Physiotherapists and the Central Administration of the Health System, IP signed a memorandum of understanding, within the scope of access to and regulation of the exercise of the profession of physiotherapist in Portugal.

With this in mind, the Order will now accept applications for registration from holders of academic qualifications in Physiotherapy obtained in Portugal, as well as from holders of a Physiotherapist's professional card already issued by the ACSS, IP.

Citizens with qualifications obtained abroad and who do not yet have a professional card should go to the ACSS to register before registering with the Order.

As a result of this understanding, access to the registration process will be available on the Order's website this week.

Extension of the Installing Committee's mandate

The process of setting up the Order of Physiotherapists consists of several highly complex phases. The epidemiological situation in Portugal caused by the SARS -CoV -2 virus and the COVID -19 disease, as well as the time needed to create the material conditions for the effective installation and all the processes that make it up, have caused additional difficulties for the normal development of the installation process.

To this end, since the conditions for the registration of Physiotherapists and the election of the first Governing Bodies of the Order of Physiotherapists have not yet been met, the Deputy Secretary of State for Health, António Lacerda Sales, extended the mandate of the Installation Commission on 9 April 2021, published in Order no. 3657/2021.

The extension of the mandate takes effect on 11 December 2020, until the Order of Physiotherapists is effectively established, and the date for the elections to the Governing Bodies has also been set.

The Installation Committee of the Order of Physiotherapists, in the person of physiotherapist Isabel Souza Guerra and physiotherapist António Lopes, was received by His Excellency, the President of the Republic, Professor Marcelo Rebelo de Sousa. During the audience, the development of the organisation's installation process was discussed, in particular the various initiatives carried out by the Installation Commission. The President of the Republic emphasised the importance of the existence of a professional body for physiotherapists, as a guarantee of quality of practice for physiotherapy professionals and users.

The Installation Committee of the Order of Physiotherapists is committed to dematerialising all its administrative processes. To this end, it has established a protocol with the Agency for Administrative Modernisation (AMA) to provide authentication via the digital mobile key.

Today we present the first step in the process of dematerialisation and modernisation. The registration process will be carried out 100% online, making it simpler and faster for physiotherapists to register with the Order.
