Members of the Bar who are in full possession of their rights, i.e. whose registration process has been completed by the date of publication of the electoral roll (7 October 2021), are entitled to vote. However, as it can take up to 30 days for applications to be analysed, this means that they must be submitted by 6 September 2021.
As these are the Order's first elections and because the Installing Commission's mandate is limited in time, there are transitional electoral regulations adapting the electoral rules for the first elections. The Electoral Commission will be made up of the chair of the Installation Commission and a representative from each of the lists admitted to the vote, to be appointed when the respective candidacies are presented.
The elections will be national in nature, with in-person and electronic voting for the bodies: General Council, President and Jurisdictional Council.
This is not compulsory. A list can run for as many bodies as it wants. At most, it can only stand for one.
The rules are stipulated in the Electoral Regulations of the Order of PhysiotherapistsRegulation no. 361/20121, of 15 February, approved by Order of the Assistant Secretary of State for Health, of 8 March 2021, published in the DRE, 2nd edition, of 23 April.
The Electoral Board is made up of the five members of the Installation Commission and is set up immediately after the deadline for registering members with the Order.
You are responsible for:
a) Receiving and admitting nominations;
b) Supervising the electoral process and resolving all issues arising within its framework;
c) Distributing the support resources made available by the board among the different applications;
d) To tabulate the election results;
e) Decide on appeals against polling station decisions.
Nominations for national bodies are submitted to the chairman of the Electoral Commission.
Each candidate list must be endorsed by at least 50 voters in the case of the national bodies. Candidacies for the position of president and the jurisdictional council must be signed by at least 50 voters.
by a minimum of 100 voters. Nominations must be individualised for each body.

The Electoral Commission shall verify that the lists are in order, in accordance with the provisions of Article 20, within two days of their submission.
In the event of irregularities, the representative on the list must remedy the irregularity within 24 hours.
Each list appoints a representative from among the effective members of the Order with electoral capacity, who has the power to represent it throughout the electoral process.
The electoral campaign period begins the day after the lists admitted to vote are posted and ends at 11.59pm on the day before the electoral assembly.
2 - During the electoral campaign period, the electoral commission shall take the appropriate steps to ensure equal treatment of the different lists and candidates in the Bar Association's publications.
3 - Within 24 hours of the lists being drawn, as provided for in the previous article, the electoral commission shall distribute the use of the means of support made available by the board of directors among the different lists of candidates.
4 - No financial support is envisaged for the promoters of the lists submitted.
The electoral roll containing the registered voters will be displayed at the Bar Association's headquarters on 8 October 2021, and will also be made available on the Bar Association's website, and will be kept until the date of the elections.
In the first national elections there will be in-person voting at the headquarters of the Order of Physiotherapists and electronic voting through access to a specific platform that will guarantee the authenticity and secrecy of each voter's vote, as well as the auditability of the entire process.
Access to the electoral platform where the ballot papers are made available will be via authentication consisting of at least two elements, which will be referred to as voter ID (IdEleitor) and PIN.
2 - For members with voting rights, the two elements required for access to the electoral platform will be sent separately and on different dates, as follows:
a) The IdEleitor electronically;
b) The confirmatory PIN, by SMS
3 - For the purposes of the previous paragraphs, the IdEleitor is sent by the Installation Commission and the confirmatory PIN is sent by the competent authority. The entire process is described in the electoral regulations: Regulation 361/2021.
